Exploring Dubai’s business ecosystem, connecting Indian companies with international opportunities, and strengthening cross-border business relationships.
International expansion is not simply about entering a new market. It requires understanding the business environment, identifying the right partners, navigating regulatory requirements and building relationships within the destination market.
For Indian startups and businesses exploring opportunities in the Middle East, Dubai has emerged as an important destination to consider for international growth and regional market access.
Recognising the potential for stronger India–UAE business collaboration, Dubai CommerCity, in partnership with Carve Startup Labs (CSL), undertook the Dubai CommerCity Roadshow – India 2025, a multi-city engagement designed to connect Indian businesses with Dubai’s business and innovation ecosystem.
Spanning Mumbai, Chennai, Bengaluru, Hyderabad and Delhi, the roadshow brought together business leaders, startup founders, government institutions, investors, incubators and ecosystem organisations to explore opportunities for market expansion, collaboration and cross-border growth.
Understanding Dubai’s business ecosystem

Dubai’s position as an international business destination makes it an important market for companies evaluating expansion beyond their domestic markets.
For Indian businesses, exploring Dubai can involve several dimensions: establishing a regional business presence, understanding regulatory and licensing requirements, identifying distribution and commercial partners, accessing new customer markets and building relationships across the wider Middle East and GCC region.
Within this landscape, Dubai CommerCity plays a specialised role in the digital commerce ecosystem.
As a dedicated digital commerce business hub, Dubai CommerCity offers an environment for businesses looking to explore opportunities in e-commerce and related commercial activities. Its relevance extends to companies evaluating business setup, logistics, digital commerce infrastructure, technology integration and access to regional markets.
During the India roadshow, discussions with Indian businesses focused on understanding their individual expansion ambitions and exploring how Dubai CommerCity’s ecosystem and support offerings could align with their international growth plans.
The 2025 India roadshow: Taking the conversation to five cities
Implemented by Carve Startup Labs, the roadshow was structured around a series of curated engagements across five major Indian business and startup hubs.
The programme included:
- One-on-one business meetings with selected startups and companies.
- Meetings with government departments and startup ecosystem institutions.
- Visits to incubators, innovation centres and research institutions.
- Roundtable discussions with business and ecosystem stakeholders.
- Networking engagements involving founders, investors, mentors and industry leaders.
The delegation included representatives from Dubai CommerCity, Dubai Chamber, MCA Gulf and Carve Startup Labs, enabling conversations around business expansion, market entry, regulatory considerations and ecosystem opportunities.
Rather than following a one-size-fits-all approach, the engagements considered the business models, sectors and international ambitions of individual companies.

What Indian businesses can explore through Dubai
The roadshow highlighted the importance of approaching international expansion with a clear understanding of market readiness and business objectives.
For companies considering Dubai and the wider UAE, some of the key areas to evaluate include:
1. Business setup and regulatory understanding
Understanding the appropriate business structure, licensing requirements and regulatory processes is an important starting point for market entry.
2. Digital commerce and cross-border trade
Businesses operating in e-commerce, D2C, retail technology and digital commerce can explore Dubai’s specialised infrastructure and its relevance to regional commercial operations.
3. Logistics and regional distribution
Companies evaluating international supply chains can assess the logistics environment and potential distribution opportunities available through the UAE.
4. Partnerships and ecosystem access
Building relationships with local businesses, service providers, investors, institutions and industry stakeholders can help companies better understand the market.
5. International growth strategy
Every company’s expansion journey is different. Market readiness, customer demand, operating models and long-term objectives need to be considered before entering a new geography.
The discussions during the roadshow reinforced the value of connecting businesses with relevant ecosystem stakeholders early in their international expansion journey.
Carve Startup Labs: Facilitating internationalisation through ecosystem connections
The Dubai CommerCity Roadshow – India 2025 reflected Carve Startup Labs’ approach to internationalisation: bringing businesses and ecosystems together through structured market engagement.
As the implementation partner, CSL coordinated the multi-city programme, facilitated relevant business and institutional meetings, engaged with regional startup ecosystems and organised networking interactions across the five cities.
The initiative brought together stakeholders from different parts of the business landscape, including startups, established brands, investors, government institutions, incubators and international business representatives.
For CSL, this work is part of a broader commitment to helping startups and businesses navigate international markets through market-entry support, global partnerships, ecosystem access and structured expansion programmes.
Internationalisation requires more than introductions. It requires understanding the company’s objectives, identifying relevant stakeholders and creating opportunities for meaningful business conversations.
The 2025 roadshow was an example of how this approach can bring two business ecosystems closer together.
Continuing the India–Dubai business engagement in 2026

Building on the engagements and institutional connections established in 2025, Dubai CommerCity is returning to India in November 2026, with Carve Startup Labs facilitating the next round of India engagements.

Strengthening the India–UAE business corridor
India and the UAE offer complementary business strengths, entrepreneurial capabilities and opportunities for commercial collaboration. As more Indian companies explore international growth, building meaningful connections with destination-market ecosystems becomes increasingly important.

Through its continued engagement in 2026, Dubai CommerCity and Carve Startup Labs aim to create further opportunities for Indian businesses to explore the UAE market and connect with relevant stakeholders.
For companies considering their next international move, the journey can begin with a conversation, a market insight or the right introduction.
