Challenge 1: The Smart Retail Challenge

Problem Statement:

Small businesses in UAE retail and F&B face two major issues: inaccurate demand forecasting and invisible inventory losses. These problems silently shrink margins, stress staff, and hurt customer experience.

Most SMEs rely on manual logs, standard PoS systems, or gut feeling. In a tourism-driven, event-heavy, and seasonally dynamic market like the UAE, this approach fails.

Key pain points:

· Unpredictable demand swings caused by weather, global events (e.g., COP28, Ramadan), school holidays, and tourism campaigns.

· Micro-seasonal variations (e.g., Ramadan evening rush, long weekend slumps).

· Weak data feedback loops—no real-time integration of traffic, delivery, or product movement.

Impact:

· Over-ordering perishables that expire before sale.

· Understocking during surges, leading to lost sales.

· Silent shrinkage (mislabeling, waste, untracked staff use) noticed only at month-end.

Despite being digitally active on the front end (Instagram, WhatsApp, Talabat), most SMEs lack back-end intelligence that ties together demand forecasts, product movement, and shrinkage.

Challenge:

How can AI help UAE SMEs predict demand, optimize inventory, and reduce shrinkage—using tools simple enough for small teams with limited IT and fragmented data (PoS, Excel, WhatsApp orders)?

Evaluation Rubric:

  • Relevance to UAE SME environment (20%) – Addresses seasonality, tourism, and bilingual operations.

  • AI/ML innovation (25%) – Forecasting, anomaly detection, or dynamic inventory recommendations.

  • Integration simplicity (20%) – Works with PoS, Excel, WhatsApp, or basic cloud tools.

  • Commercial impact (25%) – Clear ROI through margin improvement and waste reduction.

  • Scalability (10%) – Usable across groceries, cafes, salons, and other SMEs

Challenge 2: Financial Inclusion and Digital Payments

About IT PARK

IT Park Uzbekistan is the national driver of the tech industry — building a full-cycle ecosystem for startups, global ITES companies, and investors. From talent and infrastructure to export support and innovation programs, we turn Uzbekistan into a launchpad for digital growth across Eurasia and beyond.

Overview

Uzbekistan is undergoing a rapid digital transformation, with IT Park Uzbekistan at the forefront of enabling innovation across the financial services sector. Despite advancements in connectivity and mobile usage, large segments of the population—especially in rural areas and among informal workers—remain financially excluded or underserved.

This challenge aims to identify and support scalable fintech solutions that accelerate financial inclusion and access to digital payments for all citizens. The goal is to empower individuals and MSMEs (micro, small and medium-sized enterprises) to participate fully in the digital economy—bridging the gap between cash-based behaviors and modern financial services.

Problem Statement (Business Use Case)

Uzbekistan faces several challenges in its journey toward financial inclusion and a robust digital payment ecosystem:

  1. Limited Access to Formal Financial Services: A significant portion of the population remains unbanked or underbanked, particularly in rural and low-income areas. There is a lack of access to convenient, affordable, and user-friendly financial tools.
  2. Cash-Dominant Economy: Many small businesses and informal sector workers still rely heavily on cash, limiting transparency, financial literacy, and the potential for access to credit or savings products.
  3. Low Digital Trust and Literacy: While mobile usage is high, financial and digital literacy remain limited, creating barriers to onboarding and sustained use of digital financial tools.
  4. Fragmented Payment Infrastructure: Current digital payment systems are often siloed or lack interoperability, making transactions between platforms slow, expensive, or confusing for users.
  5. Inclusion of Women and Rural Communities: Women and rural citizens are disproportionately excluded from digital financial services due to social, economic, and technological barriers.
  6. Need for MSME Enablement: Micro-entrepreneurs and small businesses need low-cost, simple digital tools for payments, bookkeeping, and financial access to grow and formalize.

Needed Solution

We are looking for innovative fintech solutions that can:

  • Enable Financial Inclusion: Expand access to affordable, user-centric digital financial services (e.g., payments, e-wallets, credit, micro-savings, remittances) for the unbanked and underbanked.
  • Promote Digital Payments: Simplify and encourage digital payments across sectors (e.g., P2P, G2P, B2B), particularly for small businesses, rural economies, and informal workers.
  • Drive User Engagement and Education: Use gamified, multilingual, or behavioral approaches to improve financial literacy, trust, and long-term engagement with digital tools.
  • Support Interoperability and Ecosystem Integration: Work with or enhance existing national infrastructure (e.g., payment rails, digital ID, QR codes, APIs) to foster a unified digital financial ecosystem.
  • Ensure Gender and Rural Inclusion: Offer gender-intentional design and support offline/low-bandwidth environments to ensure maximum accessibility.
  • Provide MSME-Focused Tools: Deliver micro-merchants and MSMEs with easy-to-use, mobile-first solutions for accepting payments, tracking income/expenses, and accessing financial products.

Technical & Regulatory Considerations

  • Must comply with local financial and data privacy regulations (Central Bank of Uzbekistan, AML/KYC laws, personal data protection).
  • API-first architecture preferred; ability to integrate with national platforms or partner banks/MNOs.
  • Mobile-first and/or USSD-based interfaces encouraged for underserved populations.
  • Data security must meet international standards (ISO 27001, SOC 2, etc.) if storing or handling user data.
  • Multilingual UX (Uzbek, Russian, and optionally English) preferred.

Challenge 3: AI In Public Services

About IT PARK

IT Park Uzbekistan is the national driver of the tech industry — building a full-cycle ecosystem for startups, global ITES companies, and investors. From talent and infrastructure to export support and innovation programs, we turn Uzbekistan into a launchpad for digital growth across Eurasia and beyond.

Overview

Uzbekistan’s public sector is rapidly modernizing, with a national focus on digital transformation, open government, and citizen-centric services. IT Park Uzbekistan plays a pivotal role in advancing this vision by catalyzing innovation across both government institutions and public-serving companies.

Artificial Intelligence (AI) holds immense potential to streamline public services, improve decision-making, enhance citizen engagement, and optimize operations across ministries, municipalities, and state-affiliated companies. However, to realize this potential, scalable and secure AI-driven solutions that are locally relevant and easily integrable are needed.

This challenge seeks forward-thinking AI solutions that can deliver measurable improvements in efficiency, transparency, accessibility, and citizen satisfaction across Uzbekistan’s public service landscape.

Problem Statement (Business Use Case)

Uzbekistan’s public institutions and government-linked companies face several pain points that AI can help address:

  • Manual, Paper-Based Processes: Many public services still rely on time-consuming and inefficient manual workflows, leading to long wait times and inconsistent service quality.
  • Limited Data Utilization: Government agencies generate large amounts of data but lack the analytics capability to extract actionable insights, predict needs, or personalize services.
  • Citizen Experience Gaps: Access to services can be fragmented, non-intuitive, and overly bureaucratic. Citizens often face difficulties navigating portals, filing complaints, or receiving status updates.
  • Reactive Governance: Policy and decision-making tend to be reactive rather than data-driven and predictive, limiting the ability to anticipate societal needs or improve policy outcomes.
  • Operational Inefficiency in SOEs: Many government-owned or -affiliated companies (utilities, transport, etc.) suffer from inefficiencies in customer service, workforce management, logistics, or billing.
  • Language and Accessibility Barriers: Not all citizens have equal access to information, especially the elderly, rural populations, or those with limited digital literacy.

Needed Solution

We are looking for AI-driven solutions that:

  • Automate Public Sector Workflows: Use AI to streamline tasks like application processing, document verification, translation, scheduling, or support ticket resolution.
  • Enable Predictive and Data-Driven Governance: Apply AI/ML to government datasets to identify patterns, forecast demand, detect fraud, or improve policymaking.
  • Enhance Citizen Engagement: Deploy multilingual AI chatbots, virtual assistants, and citizen feedback analyzers to provide faster and more intuitive support.
  • Optimize Public Company Operations: AI-driven solutions that improve the performance of public-facing companies (e.g., smart utility meters, predictive maintenance, logistics optimization, customer service automation).
  • Bridge Accessibility Gaps: Design inclusive AI interfaces that work across channels (web, voice, USSD), support multiple languages, and consider users with disabilities or low digital access.
  • Support Emergency Response and Public Safety (Optional): Use AI for real-time data monitoring, incident detection, or coordination between public agencies during emergencies or natural disasters.

Technical & Regulatory Considerations

  • Must comply with Uzbekistan’s digital security and public data handling regulations.
  • Must support data localization if required (e.g., storing citizen data within the country).
  • API-first architecture to integrate with national platforms (e.g., my.gov.uz, digital ID).
  • Uzbek and Russian language support is required; voice interface optional.
  • AI transparency and explainability features are a plus.
  • Solutions must be secure (ISO 27001, GDPR-aligned if relevant).
